English saddles are lighter with a close contact feel, used for jumping, dressage and general riding; seats are commonly 15 to 18 inches. Western saddles are larger and heavier, with a horn, spreading weight over a bigger area for long rides and ranch work; seats are commonly 13 to 17 inches. For either, the tree must fit the horse's back and withers, so have a qualified saddle fitter check it.
English and Western saddles grew from different jobs. Choose by discipline first, then by fit to horse and rider.

Fit to the horse
Saddle fit is about the tree. English saddles describe width as narrow, medium or wide, or by gullet measurement; many have changeable gullets. Western trees are often described by bars such as semi-Quarter Horse or full Quarter Horse. Look for clearance at the withers, even contact along the panels or bars, and no bridging or rocking. A qualified saddle fitter should assess it.
Fit to the rider
Seat size depends on thigh length and build. Your knee should sit within the flap or fender without being cramped.
Common questions
What size English saddle do I need?
Adult riders commonly use 16.5 to 18 inch seats. Your thigh length and riding discipline also affect size.
How are Western saddle seats measured?
From the back of the swell to the top of the cantle. Adults commonly ride 15 to 16 inch seats.
What is a saddle tree?
The internal frame of the saddle. Its width and shape must match the horse's back.
Can one saddle fit several horses?
Sometimes, with adjustable gullets or pads, but backs differ. Have each horse checked.
